The City of Surprise runs the sewer for most of the incorporated city, including for houses that buy their water from EPCOR under a shared-customer agreement between the two. So whoever bills you for water, the sewer side of the house answers to the city.
Who Owns What on a Surprise Sewer Line
Surprise covers about 108 square miles and the City runs the wastewater side of it for the majority of the incorporated area, treating to a Class A reclaimed standard. Where it gets confusing is water. There are four separate City systems, plus EPCOR's Agua Fria district, plus small pieces served by El Mirage and Phoenix, and some outlying parts of the service area still on private or small-utility wells. So the name on your water bill is not a reliable guide to who handles your sewer, and the two are not the same pipe or the same office. What is under your yard either way is a lateral, and its age tracks the house: roughly 69 percent of Surprise homes were built in 2000 or later, while about 8,000 predate 1990. A camera is how you tell whether a twenty-year-old lateral has a belly in it or a forty-year-old one has roots at a joint. Permits for the repair come from the City's own Community Development department, and the work has to be done by a licensed plumbing contractor.
No SRP canal runs through Surprise, so the trees here are not being fed by one. They still go looking for water on their own, and a root only needs a bad joint to get into a line.
